    Elections Workgroup Volunteers The Elections Workgroup is responsible for running OTW Board elections. We ensure the fairness, timeliness, and confidentiality of the process. As a team we will update the elections process, communicate with members and other committees about the process, help candidates prepare for and carry out their tasks, and run the election itself.

    We have 3 specializations available, though all members of the workgroup will join in shared tasks and work together on projects. If none of the specializations perfectly match your abilities but you still think you could be an asset to the workgroup, please pick the closest match and explain in the optional details section.

    Web Developer Do you have experience with Drupal and website management? Join our team of Web Developers! Web Developers are responsible for improvements to and maintenance of the primary OTW web properties. You will participate in an on-call rotation with other Web Developers, design and implement new features and fixes for the websites, and help to determine priorities for future web development efforts.

  • OTW 2013 Election update

    The following post was written by Elections Officer Eylul Dogruel to bring OTW members up-to-date results for the election in 2013 and on decisions made by the OTW Board in response to the lack of candidates standing.

    Open seats and candidacies

    The OTW Board of Directors is elected by the membership of the OTW, with one-third of the nine Board seats up for election every year. Thus, for 2013, there were three seats up for election. Two of these seats are held Ira Gladkova and Kristen Murphy, who will be completing their three-year terms at the end of this year. The remaining seat is currently vacant; it was previously held by Francesca Coppa and Maia Bobrowicz.

    There is also a fourth vacant seat, one previously held by Julia Beck. Since this seat was last up for election in 2011, it will be up for election again in 2014.

    All eligible OTW staffers received a message in early September, which notified them of their eligibility for Board and encouraged them to run. The deadline was the end of September, which was then extended by two weeks, at the end of which no candidates had come forward.

    Is the OTW in trouble? Is there something going on?

    The answer to the first question is no. The answer to the second question is somewhat involved.

    One reason for the lack of director candidates this year is the eligibility requirements. The main requirement for eligibility to run for the Board of Directors is nine months' prior service as an OTW staffer. This requirement naturally limits the number of potential candidates.

    Adding to the previous issue is that the OTW has been going through some long but needed transformations in its staffing process over the last year. The volunteer intake process has changed radically, and is now much more in line with non-profit best practices. Unfortunately what this also means is that there were no new staffers inducted for an almost six-month period from 2012 to 2013, and that even now many committees are understaffed and working on preparing to recruit, recruiting or training new staffers. These are very positive medium- and long-term developments, but in the short term they mean that experienced staffers are in especially short supply this year. As a matter of fact, several eligible staffers expressed interest in running for the Board in the future, but were concerned that leaving their committees or projects at this point would be too damaging.

    Can't you relax/revise the eligibility requirements?

    The Board considered this question in August 2013 after seeking input on it from OTW staffers. The conclusion that they came to, after considering staffers' opinions, was to leave the eligibility requirements in place. (However, they did clarify them so as to fit the revised staff and volunteer intake processes.) The OTW is a large and very complex organization that is very different from many other non-profits, and less than nine months' service on staff is simply not enough time to become familiar enough with the OTW's structure and workings. The decision was that allowing candidates to run for Board with less than that amount of experience and proven commitment would be detrimental to the Board and to the OTW as a whole.

    Board decision and next steps

    The Board of Directors has decided to make appointments to fill the three full term seats as candidates become available. In line with the previous board decision earlier this year concerning vacant seats, the fourth seat that has one year remaining will not be available for appointment. It is the consensus of the Board that appointing anyone to less than a two year term does not give them enough time to become familiar with the workload and expectations of being an OTW Director, and would be unfair both to appointees and the Board.

    The Board is currently anticipating a more detailed process of introducing appointees to the OTW membership than with previous appointments. More details on this will be forthcoming soon. In the meantime, the Board encourages any staffer who is eligible for Board now or who will be eligible in 2014, and is thinking of running for a seat or who would like to be considered for an appointment, to reach out to the Elections Officer.

    Franzeska Dickson does back office work in finance. Always a geek, she was introduced to fanfiction by alt.tv.x-files at the tender age of 13 and has been in fanworks fandom ever since, first as a reader, then a writer and beta, and now a vidder. Her favorite venues and events are pan-fandom ones, including her own rare Asian fandoms exchange. She has previously served on the Content, Abuse, Webmasters, and Tag Wrangling Committees as well as filling various other volunteering positions within OTW.

    Eylul Dogruel is an artist and an MFA candidate at Marmara University, Istanbul. She has an eclectic background combining computer sciences and art. Her knowledge and interests cover a range of topics including new media, sci-fi, customer support, web technologies and usability. Eylul is a lifelong fan and has moved through various media and gaming fandoms. She is a fanfic reader, fanart appreciator, an MMO roleplayer and, occasionally, a meta writer. Her current fandoms include Warcraft, Doctor Who and The Longest Journey/Dreamfall.

    Andrea Horbinski is a Ph.D. student in modern Japanese history at the University of California, Berkeley. She was previously a Fulbright Fellow to Japan and was a founding member of the OTW's Internationalization & Outreach committee. She joined online fandom in 1999 after writing her middle school graduation speech on her love of Star Wars, and soon became involved in anime and manga fandom as an AMV editor and later a fan translator. She has discussed fandom, anime, manga, and Japanese history and folklore at conventions and conferences including Otakon, Sirens, WisCon, and the Popular Culture Association, and as well as writing for the Symposium blog of the Transformative Works and Cultures journal, she continues to actively produce fan translations, fanfic, and vids.

    We have now scheduled three one-hour chats with our new Board members, Andrea Horbinski, Eylul Dogruel and Franzeska Dickson. The meetings are open to all of our members and to the public.     While we would like to vary the times and days to allow better global accessibility for our membership, combining schedules in order to allow all candidates to attend posed a challenge.     Given that we won't be holding an election, our new board members will begin their overlap period early. They'll be attending the open session of board meetings, discussing issues, and handing over their other staff responsibilities to their successors. They will take formal office and become full voting members on 1st November, so for a short time we will have 10 board members, until Jenny's term ends on 1st December.

    There will be another election next year, when three board members' terms expire (Francesca, Kristen and Ira). Any member of the OTW who has also been an OTW staff member on a committee for a year will be eligible to stand - see the elections site for more details on our policies and the reasons behind them.

  • 2012 OTW Board Candidates

    And now for (some of) the news you've all been waiting for: the details of the OTW's 2012 Election Season.

    We have great news for you: three fabulous people are joining the OTW Board! Because only three candidates came forward, we won't be holding a contested election this year. However, they are all awesome and eminently qualified for Board service. Without further ado, let's introduce them (in alphabetical order by given name).

    We would like for all of you to get to know them and to ask questions about the experiences and ambitions they bring to the table. To this end, we'll be hosting a chat soon - we'll announce the time later this week. Alas, the tea and coffee we can provide will only be virtual, but you are welcome to bring your own mug to the computer. We will also be posting their candidate biographies and manifestos soon.

    Although we didn't get to hold a competitive election this year, we are delighted to have attracted three such marvelous new Board members. Welcome, Andrea, Eylul and Franzi!

  • Election Officer Neutrality

    One of the important considerations in any election is that the people running it should not allow their personal views to affect how the candidates are treated, and should not abuse their authority. To help make this clear and prevent any confusion, we've laid out a few guidelines for the various staff involved behind the scenes.

    Besides facilitating everything for the candidates and liaising with the current board, the Elections Officer has a very public role as they are the interface between voters and the OTW. The Elections Officer is allowed to post their thoughts on the direction of the org up until the deadline for candidates to declare they are standing, but cannot do so during election season. The Elections Officer must not endorse particular candidates in private or in public, and the Elections Officer will not comment on the strategic direction of the org or other hot topics once election season starts, excepting any statements required as part of their other org roles. Once a week during the election season, the Elections Officer will discuss with the board which are the hot topics and areas where the Elections Officer should remain clearly neutral. Election season is defined as beginning with the candidate declaration deadline, and ends after the possibility of an election recount has passed.

    The same rules about not endorsing candidates either in public or private, and not commenting publicly on the direction of the OTW or hot topics, will apply to the two Webmasters staff involved in counting votes. These staff members will also not be named outside of the Webmasters committee, the Elections workgroup or the standing Board, so that they cannot be put under external pressure to falsify results.

    Board members other than the Elections Officer are free of these restrictions, and may endorse candidates publicly and comment on issues affecting the org just as they would at any other time of year.

  • Behind the scenes with the Webmasters

    OTW elections have always been a bit complicated given the challenges of both preserving voter privacy and ensuring that elections are fair with an entirely virtual organization. We've implemented procedures surrounding our election technology to assure that the results of the vote are verifiable, that there are multiple corroborating sources to disallow any possibility of tampering, and that we have created an audit trail. A lot of that work falls on the Webmasters Committee so, to better explain what goes into election planning, we thought we'd give voters a look at the work that this group does to ensure a successful election process.

    The OTW Webmasters are quite busy in the weeks leading up to the election -- they apply updates, double-check software, and conduct rigorous tests of both the ballot and the ballot tallying. Then two weeks out before the election, the Elections site is locked down. All existing site accounts (including those belonging to all other staff) are deleted, leaving only two. Those two Web staffers then create the ballot according to the Elections Officer's instructions.

    In the following week, the OTW Development & Membership committee delivers a list of eligible voters' email addresses to the Elections Officer. That list gets divided in half and each half is deposited into the elections Web staffers' vault spaces, a secure storage account maintained by the OTW and visible only to the individual account holder. Those two Web staffers begin to create the voting accounts using random.org to generate an 8-digit random number to use as an account name, which they pair with a voter email address. No list is created of these accounts, and no record of which number goes with which email is easy to generate. It's not impossible, just too much trouble for someone to do accidentally. All of these accounts are created as inactive, which becomes important in the next step.

    One week prior to the voting period all of our voters get their informational email, which includes the account information created by those Web staffers, and a link that will lead to the ballot once it goes live. A basic outline of how the process will work is written by the Elections Officer, and the elections Web staffers enter that text as an automatic website message that is triggered when the accounts are activated.

    The final week before the elections is when we follow-up on any emails that went astray and correct them before voting day. Email spam filters are a frequent culprit. The elections Web staffers also make any necessary edits or additions to the Elections site, since they are the only ones with access — such as elections-related news posts.

    On the day the election opens, the elections Web staffers change the automatic account activation message to new text that announces that the ballot is open and contains all necessary voting information. Then, just before the ballot becomes active (it's on an automatic timer), they trigger the email message to all voters by deactivating all voter accounts and then reactivating them.

    The elections Web staffers split the 48-hour voting period into eight-hour shifts, each taking three. Each shift means that the person "on call" is ready to troubleshoot any account access problems the Elections Officer contacts them about, and they also help to create an audit trail. At the end of each shift, the elections Web staffer on duty takes a screenshot of all ballot results as of that moment, zips the resulting images, and drops them into the Election Officer's vault space. All results are capped each time, meaning that any changes to existing votes would be apparent in the case of examination. Both elections Web staffers are on duty for the final few hours, and both make separate screenshot packages and deposit them in the vault.

    Once the ballot has closed, the Elections Officer communicates the results to the candidates and to the voters and posts them publicly. If any candidate chooses to question the result, the screenshots made throughout the process in the web administrative interface would be examined and recounted, as well as potentially corroborated with information from the Systems committee.

  • OTW Board Resignation: A Message from Jenny Scott-Thompson

    We regret to announce that Jenny Scott-Thompson will be resigning from the OTW Board effective at the end of December, which coincides with our organization's term break. We are deeply saddened to lose her as a board member, but Jenny will be continuing on in her other roles within the OTW as a staffer on the Finance Committee and as part of the Strategic Planning workgroup. She will also finish her term as Elections Officer, which ends at the end of December as well.

    This resignation was due to personal reasons relating to increasing demand from her day job, which is leaving her with insufficient time for the various tasks of her role on board. Due to these constraints she doesn't feel that she will be able to perform her duties as an OTW Board member as well as needed, and she would prefer to step down and offer the opportunity to another OTW staff member that is better able to serve the org at this time.

    Jenny's resignation has an effect on our upcoming election as this will leave us with 3 seats instead of 2 open for candidates and it will also get our board seats back onto a proper cycle sooner than expected.

    Jenny has been very active in her duties this term and we regret that we will be losing her energy and commitment to the OTW in a board role. Thank you, Jenny, for the work that you have done so far and we are glad that we will still be getting your input and time in other roles.
